The incinerator has been hemoraging money for years. The retrofit was to be finished and the incinerator operational by this january. The budget assumed that all 3 burners would be up and running, and at 100% capacity (simply wrong on its face)  the budget shortfall was because of this, and other poor budgeting practices. ...
