Why is adams county in Pa, York county in Pa, all under watches and Cumberland County in Pa isnt Cumberland County Pa is right beside, above and really right in the middle of all these other countys

Hi Sarah-
In this case, the feeeling is that most of the rainfall will be east of the Susquehanna. However, some of the early rain bands will affect our southern most counties. It really is a judgement call from the National Weather Service based on their latest forecast info.
