Sunsets and Sunrises are red because light is traveling farther thru the atmosphere. The longer the trip, the more blue is scattered and that leaves red/yellow to reach our eyes or reflect off clouds.
Sunsets are especially vivid when red light reflects off clouds overhead. So red clouds would be dependent on sun angle (time of day) and amount of cloud cover, i.e. a dying storm.
